Here is what I was thinking...it doesn't get us any further along... yet.

What if the numbers are referencing steps to take?

2 = Combo two letters/numbers together (which is what we did from the strings to get the hex)
1 = Translated to 1 letter/number per 2 (hex) (which is what we did from the hex)

I was just in the shower (where I do my best thinking) and thought... was the third number 3? Was there three periods? 3 sentences? But that's not it.
But maybe it's how we need to break it down...
So now it's 6.
6 what?
6 words?
6 sentences (no)
6 lines (no)

Also, I was thinking that once we get to 0 have we "zeroed in" on the clue? (i.e. no more translation... now figure out what the riddle/clue is)

I also noticed that there are 8 lines in the original code and 8 number references.
Numbers 7 and 8 are missing when you consider numbers 0-9.

So we have running numbers 1-6 and then 9 and 0.

Is it to reorder the lines? Then why not numbers 1-8?

Thought the same thing. Could be both; the order or the lines as well as the key.

Latest research has turned up the following, but I can't find more info regarding the Gronsfeld Cipher nor it's corresponding 10 alphabets :(

"The Gronsfeld cipher is a variant created by Count Gronsfeld which is identical to the Vigenère cipher, except that it uses just 10 different cipher alphabets (corresponding to the digits 0 to 9)." (Wikipedia)

...this corresponds and matches with what we think is our Cipher (2,1,6,3,4,5,9,0) - digits 0 - 9.

(don't know why 7 and 8 aren't used though? - *scratching head*)

I tried a gronsfeld with my vigenere decryptor, just used CBGDEFJA instead of 21634590. Tried with A=1 and A=0, even though I believe A=0 since we have the digit "0."

EDIT: When using A=1, I used the letter O to substitute the digit 0

(assuming A=0) Perhaps a Running Key Cipher with reverse location (location usually given in letters; we were given numbers)? I know; we don't have a "second to last" portion in our text to input the running key starting point) BUT - 21634590 would yield us location of CBGDEFJA (wtf?!) No luck at descramble, coordinates, pages, lines, paragraphs, etc.

(line 1, 2nd character = 1 ...remember we have a 0 in the cipher) line 2, 1st character = y, etc etc.
