The site doesn't look like it has been built in a way that SW can change it without the web developer's help. It's either poor design or the web dev gets paid by the hour and wants to make more cash

The company who did designed/programmed it is Digit Hill. I've had a look at their site, and its seems very similar. Same with the other sites in their portfolio.
But I do agree, its very badly programmed. Cant say I could better though (I suck at web programming......... never goes exactly where I want it!), but I know people who could a lot better.
