Ramisis 'layer 0' not clicking

Hi all.
I'm very new to forum so hopefully this is relevant.
I've acquired a second hand Ramisis which already had the key chamber removed.
I can see the locking plate inside is locked out to the right, so the key chamber cannot be replaced.
I can hear a ball bearing inside, which sounds to be in the vertical channel as it moves when I tip the puzzle upside down, and not side to side.
My concern however is that layer 0 does not make any clicking sounds when turned, it just turns very smoothly.
I understand the puzzle has mechanisms that create the clicking, but layer 0 has no clicking noise or feeling.
Do I have a damaged of broken layer, and can it still be solved?
