Help with top two pieces (stuck together)

I am assuming that all of the layers of the RAMISIS should move independently. Clue number one alludes to the fact that I should be able to move the top two separately. I cannot. For the life of me, I cannot get them to budge. They move as one. There is NO play, at all. I have tried turning it upside down, whacking it, shaking it... turning the other pieces... everything. I have applied all of my strength, and they still will not move.

Is it necessary (to solve the puzzle) that they move separately? Any help/advice would be welcome.

Hi Galen,

Your ramisis is fine, and behaving like it should.
If a layer does not turn easily, then it should not turn. Period. And please remember this for later!
For the sake of your own Ramisis, NEVER EVER apply more force than two fingers can do while turning the layers.
