Like I said before, a TAS could be a "target acquisition system", which can either be super sophisticated or something like a periscope. It's probably one of those things you see at lookouts where you have to pay money to see the scenery around the area. Of course finding the area is another story. One thought for the rainbow could be the huge arch in St. Louis. Never been there, so I'm not much help.
